Duties of the Cadet Programs Directorate
The Cadet Program transforms youth into dynamic Americans and aerospace leaders. CAP accomplishes its Congressionally-mandated Cadet Program (Title 36, U.S.C. § 40302) through a curriculum of leadership, aerospace, fitness, and character. The program follows a military model and emphasizes Air Force traditions and values. Today’s cadets are tomorrow’s aerospace leaders.
Manages and directs all functions related to implementation of the CAP cadet program in subordinate units. They shall:
- Coordinate member training accomplishments with other members of the staff.
- Monitor subordinate unit’s progress toward the achievement of the cadet program and its goals as established by National Headquarters.
- Disseminate information on the cadet program to enhance the above statement.
- Recruit personnel to assist in establishing new cadet units.
- Provide special assistance to all new cadet units.
- Administer national cadet special activities as it applies to command level.
- Provide command-wide cadet special activities.
- Coordinate and ensure equitable allocation of funds, property, and recognition in the cadet program.
Directors of cadet programs should be familiar with CAPP 216, CAPR 52-16 and other CAP directives in the 35, 39, 50, 67, 76, 280, 900 series. They should also be familiar with cadet program aerospace education texts and other cadet program materials that are described in the CAP Bookstore Catalog.

Duties of the Emergency Services Directorate
- Manages and directs emergency services activities.
- Develop agreements with agencies responsible for search, domestic emergencies, and civil defense.
- Develop and maintain an adequate emergency service force.
- Develop training programs to ensure that highly qualified ES personnel are available for search and rescue, and disaster relief missions.
- Develop plans and standard operating procedures to support the wing’s emergency services program.
- Maintain records to determine the status of resources (personnel, vehicles aircraft, radios and other emergency equipment) available for ES missions.
- Develop and maintain a rapid alerting system for assembling necessary resources in a timely manner.
- CAP's emergency services program includes air and ground search and rescue, disaster relief, civil defense, as well as cooperation with and assistance to other emergency services agencies. It's primary mission is to save lives and relieve human suffering.
Description of Emergency Services Components
Search and Rescue (SAR)
- Coordination of Civil Air Patrol SAR missions is performed by the Air Force Rescue Coordination Center (AFRCC) located at Langley AFB, Virginia. CAP personnel are trained to accomplish this mission with speed and efficiency without compromising the safety of the members themselves. A SAR mission is always a serious and critical task that requires good organization, procedures, and safety. SAR missions include several activities that CAP personnel can be trained for which include Mission Coordination, Administration, Communications, Air Operations, and Ground Operations.
Disaster Relief (DR)
- Civil Air Patrol has agreements with several disaster relief agencies such as the Federal Emergency Management Agency (FEMA), the American Red Cross, and the Salvation Army. DR activities are coordinated by the US Army. CAP DR missions may include courier and light cargo transport, manual labor for debris removal, air and ground transport for cargo and non-CAP key personnel, and mercy missions such as blood, organ, and patient transport.
Homeland Security
- CAP has no law enforcement authority, it only provides "eyes." There is a national level agreement between CAP and the US Customs Service that allows CAP to fly surveillance missions to assist customs agents in the control of drug traffic. It may also support various Department of Defense activities in a non-combatant role in missions such as airborne control of surface vehicle traffic, courier service and light cargo transport, communications relay, airborne visual and photographic damage assessment, military low level training route safety surveys, and radar installation flight tests and controller training.

Duties of Logistics Directorate
- Volunteers serving as logistics/supply officers, communications officers, and transportation officers are responsible to their respective commanders for maintaining and providing their respective resources. Their primary duty is to manage and account for property in their area of responsibility. The duties listed are in addition to the general position descriptions found in CAPR 20-1, Organization of Civil Air Patrol. The duties listed in this section are not intended to be all-inclusive since commanders may add or amend them to meet their units’ requirements.

Duties of the Operations Officer
Manages and directs all operations activities. They shall:
- Develop and implement operations plans, programs and directives.
- Establish reporting procedures to determine the success of operations programs.
- Coordinate operations matters with other staff agencies or interested agencies.
- Develop standard operating procedures for the control and operation of CAP aircraft.
- Develop necessary operations policies and procedures to ensure mission accomplishment and to provide adequate guidance to subordinate personnel and units.
- Request the issuance of transportation and mission authorizations as requested.
- The operations officer should be familiar with CAPP 210, CAPP 211, CAPP 212, CAPP 213; CAP directives in the 50, 55, 60 and 62 series and parts 1, 43, 61, 63, 91 and 92 of FAA regulations.
